Two state residency

I lived in California through June 30 and earned W2 income, I moved to South Carolina on July 1 and did not earn any income. If I do not claim residency on my tax return I will have to pay higher property taxes on my home but when I do SC wants to collect taxes on money I did not earn while living here and that I'm already paying taxes on in California. How do I claim residency in SC without getting double taxed?

For 2023, you are a part-year resident of both states.

Follow the instructions in this TurboTax help article in order to file part-year resident tax returns:

    How do I file a part-year state return? (intuit.com)

You must file a CA part-year resident tax return.

Here is SC's rule as to whether or not you must also file an SC part-year resident tax return:

"If you are a nonresident or part-year resident, you are generally required to file a South Carolina return if you work in South Carolina or are receiving income from rental property, businesses, or other investments in South Carolina."
