Two state W-2s for same employer and same state

I am using Turbotax desktop.  On my W-2, my employer has provided me two different forms called "State Filing Copy Wage and Tax Statement".  The state is the same on both forms but the income and withholding are different.  If I were to add them together, the income and state withholding match my last pay stub for 2023.  Per another answer,  I populated two different rows 15-17.  However the software says the states listed must be differently.  I do not think I can populate this as two different W-2 forms -- the Federal filing copy is not repeated and correctly shows my total income.  I could combine the two different state filing copies when filling out Turbotax but I am concerned that the documents if the state tax agency receives two different W-2s but I only submit one.  How should I proceed here>

    Since there is withholding from only one state by this one employer, then combine the boxes 15-17 into one state line using the federal copy.  For most states the total box 16 amount should match your box 1 amount.  

     

    You are not submitting any forms W2 you are only reporting amounts found on your forms W2.  Your employer issued the W2s to the IRS and state taxing agency and sent you a copy to use to fill out your tax forms.

     

    As long as the state income and withholding totals correctly according to your forms W2 you are good to go.
