Unable to efile Utah state

I'm trying to file a simple Utah state tax return (TC-40) using the online system (TurboTax Plus). The federal filing went through just fine, but when I try to file the state return, I get a message that says "Your transmission didn't go through. We could not e-file your return for the following reason: Our records indicate that you are not entitled to efile one or more formsets."

Nothing has changed between last year and this year - I've been using online TT for 8 years successfully and this is a first. My family members in CA and MO have filed successfully already as well, so I'm thinking there's an issue with Utah state?

Could be some last minute issue that could be fixed by Friday.

BUT

make sure that any Utah State ID number on the state line of any W-2 (box 15) or 1099-R (box 15), or other tax form that has a UT state ID number entered...make sure you use a lower case "wth" at the end of the number.

That has fixed prep&filing issues for a number of Utah folks already.......but I have no idea if that's what is blocking yours.
