Virginia 2023 Tax liability before credits

I have been using Turbotax now for the past 10 years, Im doing my state tax that is due tomorrow and Turbotax has taken me down this rabbit hole to see if I owe penalty for state tax.

I am at the screen that is asking me information from last year Virginia tax return.  Turbotax had all my information I filed from last year that it pulled up for Federal return, why does Turbotax not also have my Virginia tax info it completed last year?

What are the corresponding line item numbers on VA return for the following questions?
