Question

W-2 has TN in Box15 and Box1 wages in Box16 but TN is not an option in the drop-down box and TN doesn't have state tax. Do I leave blank?

Turbo Tax keeps circling me back to review these entries.  How do I fix this?

Yes, for TN , as a state without an income tax you leave boxes 15,16,17 entirely blank

 

similar for a 1099-R boxes 14,15,16

residents of several other non-income-taxing states would leave those boxes blank too.

Tennessee does not have an income tax (other than certain investment income).  I suggest you leave Box 15 and 16 blank.
