I spoke with a WV state tax rep. and she suggested using schedule M for an $8,000 deduction. I don't see schedule M in TurboTax.

Since you appear to be using TurboTax Online, you can't readily view your return-in-progress as readily as if you were using the desktop edition.  See the TurboTax Help article How do I preview my TurboTax Online return before filing? for guidance in viewing your return before filing.  If you've entered information that would appear on a West Virginia Schedule M, the schedule will be present.

 

If you're trying to enter adjustments to your federal income that would be reflected on your West Virginia Schedule M:  

  1. Open TurboTax Online
  2. Select  Tax Home in the left pane
  3. In the left pane, select the dropdown to the right of State Taxes
  4. Select  Review/Edit
  5. Page through any screens until you get to Status of your state returns
  6. Select  Add a State if you haven't entered your state information, or Edit next to West Virginia if you have
  7. Proceed through the state interview until you get to the Any West Virginia Adjustments to Your Federal Income screen
  8. Check the box next to any relevant adjustments, then select Continue
  9. Make entries as appropriate on any adjustment screens that follow
  10. On the Additional West Virginia Deductions screen, check any appropriate boxes, and make any necessary entries on any subsequent adjustment screens
