You must mail the form directly to the state of West Virginia. Here are the instructions:

Mail form IT-140 along with SCTC-1 to
West Virginia State Tax Department
P.O. Box 1572
Charleston, WV 25326,

When e-filing, the IT-140 asks about tax credits and provides you a place to enter the info from the SCTC-1 form that was mailed to you.  However, while preparing my 2018 tax return I did find a glitch in the software that would not accept alpha characters (letters) in the "Parcel" field.  Mine is 00Z3 and when I entered that info, my return was rejected because of it.  I made a call to State Tax Office, but they couldn't help me with software issues. I submitted feedback to Intuit, but that didn't help me this year.  Tried to leave the field blank, but that didn't work either. So my options were to enter incorrect info (all numbers) or mail everything in hardcopy.  I chose the easiest option and entered 0003 in that field.  Still waiting to see what problems that choice might cause me down the road.  Fingers crossed.
