It depends on the error and the state. Different states may have different rules about the number of characters, etc. that a state employer ID number needs to have.
Other users have been able to resolve errors in the state id field by entering seven 9s or by entering the Federal employer number in the state field. Sometimes removing the entry and manually entering it again resolves the issue.
