It depends upon your resident state.

If you live in a Reciprocal State such as Indiana, Kentucky, Michigan, Pennsylvania or West Virginia

and work in Ohio, Ohio's STATE tax should not have been withheld  (only tax for your resident state should have been withheld); HOWEVER an Ohio Local tax (such as a City tax)  would still have been paid.

Reciprocal agreements are only between certain states but not any local governments within the state.

If the W-2 is showing only local wages attributed to a local taxing authority in Ohio, you might need to file a LOCAL TAX RETURN to retrieve any over payments made through payroll.  Normally a local tax is a percentage of your local wage, so usually the amount withheld/paid is the proper amount and no local return is required.

If the W-2 is showing only local wages attributed to a local taxing authority in Ohio, you needn't be filing an Ohio Nonresident state return.

First of all verify which state you live in.  As the other reply said,  Ohio has a reciprocal agreement, on wages, with all neighboring states (MI, PA, KY, WV, IN).. No Ohio state taxes are withheld or due and you do not need to file an OH return. But your home state will tax you on your Ohio income.

Living in a reciprocal state  means you do not file an Ohio return at all. In the personal info section, when it asks if you made money in another state, answer NO, per the reciprocal state instructions, on that page. This will prevent TurboTax from thinking you need to file an OH return.

However the reciprocity agreement does not apply to local city taxes. You are not required to file a Ohio local city return, but you are also not entitled to a refund of the city withholding (box19 on your W-2), unless there was an error in the amount (highly unlikely). If you are subject to a city or county tax, in your home state, it is likely they will give you a credit for tax paid to an OH city.

If you live in a non reciprocal state, nothing about "local wages" (box 18 of your W-2)  or tax (box 19) goes on Form IT NRC . Instead, you use the amount in box 16, state wages and that should happen automatically, in TurboTax (TT).  TT picks  up the box 16 amount and automatically puts it on the IT NRC.
