For says if itemized on fed tax return for tax year indicated retain form for use.  I didn't itemize used standard.  Do I need to do anything with this?  Am I getting a refund as the box for state income tax refund is filled in.  With no payer info what do I do?

The Form 1099-G that you got now is for the state tax refund that you received last year, for your 2019 state tax return. (Box 3 on the 1099-G should say 2019.) It doesn't mean that you are going to get a refund. It means that you got a refund last year. The state income tax refund in box 2 of the 1099-G is the refund that you received last year.

If you used the standard deduction on your 2019 federal tax return, you do not have to enter the Form 1099-G, so you don't need the payer's name and FEIN.
