What does 'adjustments to income' mean, and what do I need to fill out for the Oklahoma amount? What's the difference between that and the federal amount?

Adjustments to income are also known as "below the line deductions", in other words, deductions on the Federal return that can be taken even if you do not itemize.  Some of these deductions cannot be taken in Oklahoma.  One example is the $300 charitable contribution deduction.  TurboTax will fill in the deductions that need to be added back to the Oklahoma income.
