I'm confused on what I need to add here and what counts as "federal deductions"? Is that Medical, Dental, and Health, deductions? Or is that NY Income Tax?

You are looking at the Schedule A Itemized deductions and/or some of the Adjustments to Income- so yes, it includes Medical Expenses, Charitable Contributions, etc. You will want to enter the amounts if you can attribute them to your time in New York, or if you paid throughout the year, you can use a percentage based on time in New York.
