What does "Total of all your payments and Withholding" mean on the GA Refund page?

I received $2,049. GA State Tax Refund for 2020.  TurboTax is showing and additional $2,049 as Total of all your payments and withholding for a total received of $4,098.  Why?

The "Total of all your payments and Withholding" is all the state tax (money) that was withheld from your paychecks, retirement plan distributions, etc., and payments are any estimated payments you may have made.  In other words, it's all of the state tax you have paid towards your 2020 Georgia Income Tax.

TurboTax 2022's instructions pop-up says "Do not include balance due payments made with (or after) filing a return." And the amount that TT prefills (from the previous year's return) indeed excludes the balance due. 

 

But excluding the balance due is no longer the "Total of all your payments and withholding". What gives? Is TT wrong?
