What happens to the remaining balance of a Utah State tax return if a lein for a debt was placed on it?

The U of U Health Attorney General placed a lein on my state refund for an outstanding balance of $47.76. What happens to the remainder of my state tax refund?

They will forward the balance to you.  How long it will take?  Hopefully, not long.  Utah Tax Code Chapter 7
