You can file your federal taxes without the drivers license, but some states require it before you can e-file.  If you click the "Learn more" link on that page, you will see the following instructions:

 

Additional ID verification

In an effort to help protect your identity and fight tax Fraud, the IRS and State tax offices are now asking that tax filers provide their driver's license or state issued ID number. This step is not required in order to file your taxes, but could help processing your return go more quickly and will not affect your return's submission.
