What is meant by "the total amount of 5% income on which you paid taxes to Rhode Island" ?

I live in MA and work in RI for the federal government, just trying to understand the MA state tax filing when it asks for "the total amount of 5% income on which you paid taxes to Rhode Island" and "the actual tax owed from other state tax return for the income reported in both states".  Is this what is on my W-2 for RI state taxes???

1. The 5% income includes wages, taxable pensions, unemployment, and more (alimony, IRA, and more). This would mean your RI income.

 

2. No. Your state tax liability must be gotten from the tax return. Look at line 16b of your RI -1040NR.

This had been a frustrating thing to wrap my mind around because I only have the one federal job but when I go to file my MA state return, it keeps trying to add the the two box 16s on my W-2 for MA and RI. So I am not sure if I misclicked somewhere prior to this point? I will try finishing up the RI Nonresident return and see what it gives me on the 1040NR before finishing the MA return.
