What was your state of residence in 2019?

I moved from an other country what should I select, just georgia or something else ? Also if I select just Georgia and if I select had more than one state of residence the tax refund amount varies a lot. Can you help why so ?

Your state of residence is where you lived on 12/31/2019.  If you lived in another country in 2019 then from the dropdown for the states, scroll to the bottom and select Foreign or US Possession.
