The MN tax rebate is taxable on the federal level but not taxable by the state of MN.  You will enter the Form 1099-Misc information in the "Wages & Income" section using the "Other Common Income" dropdown to find the "Form 1099-Misc" topic.  When entering the form be sure to indicate "Tax Rebate" as the reason and that the payment was not job related nor received for work performed.  This will include the amount as taxable by the IRS.

In the MN state interview you will continue through the income topic to a page titled "Tell us about other income adjustments". There you will select the box "Received a one-time tax rebate...state of MN".  Next, you will enter the amount of the form 1099-Misc payment received to subtract it from MN taxable income.
