The amount that I am supposed to input is what I received for 2022 or what I'm supposed to receive for 2023?

Not sure what state you mean----there is no "TP"----but you enter your 2022 state refund received in 2023 IF you itemized deductions (like mortgage interest, property tax, etc)   on your 2022 federal return.   Look at line 12 of your 2022 Form 1040.   Do you see the standard deduction or did you itemize?    If you took standard deduction you do not enter the state refund.

2022 STANDARD DEDUCTION AMOUNTS

SINGLE $12,950  (65 or older + $1750)

MARRIED FILING SEPARATELY $12,950  (65 or older + $1750)

MARRIED FILING JOINTLY $25,900  (65 or older + $1400 per spouse)

HEAD OF HOUSEHOLD  $19,400  (65 or older +$1750)

Legally Blind + $1750

It is possible that "TP" stands for "taxpayer".

tsabatman, what xmasbaby0 described in the answer above is what you do if the TurboTax interview sees that you have received a state refund on form 1099-G for 2023. TurboTax needs to know if this refund is taxable, so it asks about your deductions in 2022, as xmasbaby0 described.

If you are asking this question for some other reason, please come back and tell us.

Oh, and if TP does not stand for "taxpayer", please come back and tell us what it does stand for.
