If you are entering a W-2, without a state identification number in Box 15 and are getting an error, then you most likely do not have any state withholding in Box 17. If that is the case, please leave Box 15-17 empty. Generally, this happens when you are working in a state with no income tax.

If you complete the above steps and are still forced to enter a state identification number in Box 15 (and are unable to get one from your employer), then you can use the federal employer identification number (Box b).
