Which partial resident tax return should I complete first, MA or RI, if I lived in both states but worked only in RI?

I'm trying to do a partial year resident return for each state, but each one requires information from the other that I don't have until I finish it.  My husband's employer took MA and RI withholding from his check for part of the year we lived in MA.  My employer only withheld RI taxes.  It appears that I will owe MA and would want to take a credit on my RI taxes, but MA wants me to do RI first.  Seems to be a catch 22.

Prepare RI first.  Since RI has a nonresident portion to it, you always prepare that first.  Then, Massachusetts will provide a credit for the taxes you pay to RI.  

Rhode Island gets the tax priority because that's the state where you worked.  Massachusetts is allowed to tax the income you earned in Rhode Island after moving to Massachusetts, but you can claim the credit mentioned above.  You can't claim the credit on the RI return.
