Who do I talk to about payments made to the state of GA that applied to tax years that I didn't owe anything?

In 2021 I made several payments to the GA department of revenue for back taxes owed from 2015 and 2016 but I didn't move anything from those years

    You will need to talk with the Georgia Department of Revenue.  Here is how you can contact them: GA Dept of Rev
