Why am I being told to file Form 104: Colorado Full Year Resident Tax Return?

I’ve lived in CO all my life. I’ve never been told to file this form before.

Anyone who (a) lives in Colorado; (b) is required to file a federal income tax return; and (c) has a current year Colorado tax liability, is required to file a Colorado Individual Tax Return Form 104.

 

You can prepare the Colorado state return in TurboTax, and if you do not owe CO taxes you can delete the return before you pay for it.

Is it that all A, B, and C applies or one of? 
And is this a bad thing??

All three (a, b, c) must apply before you are required to file a Colorado tax return.

 

Only a "bad thing" if you had enough Colorado income in prior years to create a liability (tax owed) and did not pay.  That would mean you may owe Colorado money.

 

On the other hand, depending on your income and whether you had Colorado state taxes withheld, you may have a refund for prior years that you never claimed.

 

To find out, you would start an amended tax return for prior years, add the state return, and see the results.
