Why cant i file complete my non resident iowa state taxes ?

this is not helping no similar questions are advice turbo tax wont let me complete my non resident iowa taxes always says saved for later and complete my non resident form , the non resident form just takes you in circles for the past two weeks, says laws are being changed and to file after feb 10th while it is the 12th now and still cant do anything . thanks for being an over priced disapointment where i have to pay Turbo tax to do my own taxes , when it is cheeper to pay someone else to do them
