Why did I still receive a CA 2020 FORM 1099-G if I've applied all my 2019 CA tax refund to the year of 2020?

When I filed my tax return for 2019 last year, I applied all my CA state tax refund to the tax year of 2020. Now as I am filing my 2020 tax return,  I just found that I actually received a 1099-G from CA for 2020 but I've never received any refund check. I checked my Turbo Tax before I file my 2020 CA state tax and Turbo tax showed I have a CA state refund in the same amount I applied to the 2020, meaning Turbo tax does recognize I've applied my 2019 return to the 2020. In this case,  do you know why I still received a CA 2020 FORM 1099-G?

 

I actually also applied my 2019 Federal tax refund to my 2020 tax year but I've not received any similar form from IRS.

    California sent you a 1099-G because you still received a state tax refund. Instead of receiving the refund, you applied to towards your 2020 taxes.

     

    It's the same as if a bank paid you $10 in interest and you kept it in your account instead of withdrawing the money. You still have $10 more than you started with.

     

    If you itemized deductions and claimed a deduction for state and local taxes then you should enter Form 1099-G into TurboTax. It may be taxable.
