Why do I have to fill out the Tax Liability Schedule, Nonresident/Part Year Resident Tax Form. It says i have to wait til February 4th just to get this form from them.

Can you comment with the state you are referring to?

Generally, you would complete a form like this to ensure you are only paying taxes on the same income in one state, and not several states. It avoids double taxation on the same income.
