Why does the amount I paid in CA state tax in 2018 appear as a deduction on my 2019 IRS return?

If you are itemizing, those deductions include amounts paid in state tax through payroll withdrawals, estimated  payments and taxes due. All monies paid during 2019 to the state, are part of the deduction.
