Why does the app send me in circles when I have income from 2 different states?

when I enter the one state it says I have to complete the other state and when I try and complete the other state it says I have to complete the first state and won't let me continue. how do I fix this?

I would delete both states and enter your non-resident state first. Always enter your resident state last.
