Question

Why is my District of Columbia return demanding I pay over 1,400, when I have never had to pay before and do not have a high income?

there can be many reasons.  we can't see your return.  with live support with your permission that can see portions of your return.

you can upgrade to live support to review your return or try (there are additional fees)

@keels626 No one else can see your screen or your tax return so we do not know why you owe so much to DC, especially if that is not typical for you.  First---have you checked all the amounts you entered for mistakes?  Look at boxes 16 and 17 from your W-2(s) and make sure you did not add zeros or misplace a decimal somewhere.  The comma and decimal are next to each other on the keyboard so it is easy to strike the wrong key and really throw your refund or tax due amount off.
