why is the Non Resident State credit form appear when no taxes have been paid to another state?

I live and work in MA.

W-2 is company located in Arizona and state tax is MA.

And there is a 529 plan located in Rhode Island.  but there are no state taxes associated with it.

Your resident state (MA in this case) will try to prepare that credit for you when in Personal Info : Did You Make Money in Any Other States?  you clicked Yes.

From what you describe you did not make any money in other states that the other state is taxing also. So go through that section again and answer No. That should turn off that attempted credit computation.

The personal info answer was already set to no. This was not the issue the form continued to appear with the state review.  We could not delete the form either. What other criteria would cause this to continue to appear time after time.  We were able to bypass by selecting RI as the other state but did not enter an amount. We don't understand what this form is used for.

Sorry my suggestion didn't work. If you open that MA credit form in Forms Mode and see what state it thinks it's creating a credit for. TT/Mass shouldn't have any information at all about other states.
