Why is the state of Oregon asking me for paper copies of my W-2s and drivers license?

The most likely explanation is that Oregon has reason to suspect that you are a victim of identity theft, that is, someone else has filed under your name.

 

Another possibility is that one or more of your employers did not report your income and withholding (the employer is supposed to send a copy of your W-2(s) to the state's department of revenue), so the state wants to see your originals to verify them.
