I had much more than the standard State deduction when I filled out the Form on the Federal but not enough to be more that the Standard Federal deduction. None of my itemized deductions transferred over to state and they should have. Why not?

Kentucky has nearly eliminated its itemized deductions. Please refer to this link Kentucky Taxes to ensure that the itemized deductions that you claimed on your federal return is allowable on your state return.

As with the Federal, Kentucky gives you the option of itemizing or claiming it's standard deduction of $2,530.  As of January 1, 2018 Kentucky has a flat income tax rate of 5%.

As you have stated, generally, the federal itemize deductions should transfer to your Kentucky return. It is suggested that you revisit the federal Deductions & Credits section of TurboTax  to ensure that the allowable Kentucky itemize deductions are entered on the federal Schedule A.
