Why is Turbo Tax Maryland state calc lower than the state worksheet

come up with a higher number than TurboTax.

I'm trying to figure out if I'm calculating incorrectly or Turbo Tax has something off.

Maryland's 23 counties and Baltimore City levy a local income tax which are collected on the state income tax return as a convenience for local governments.
