Why was employer contribution added to state income in CA line 16

If this is in regards to the employer contribution to a Health Savings Account, HSA, that is added to the California state return as an addition to income. 

 

According to the state of California:

“Employer health savings account (HSA) contribution – Enter the amount of any employer HSA contribution from federal Form W-2, Wage and Tax Statement, box 12, code W on line 1h , column C.”
