You shouldn't even be asked about school districts if you're filing a nonresident return.  It sounds like some wires got crossed.  Here are the steps to solve your situation:

  1. Make sure your personal information indicates that you are a resident of any state other than Wisconsin.  [Click My Info on the black bar on the side.]
  2. Click State in the black bar or Your State Returns tab at the top of your screen.
  3. On the Status of your state returns screen, delete ALL state returns you may have in your return.  [They will mostly repopulate from information in your federal return.]
  4. Prepare the WI nonresident return FIRST.
  5. On the screen, Did you make money in Wisconsin in 2019, but never live there?  Answer Yes
  6. On the Residency Questionnaire, make sure the button is marked for Nonresident of Wisconsin for all of 2019.
  7. Enter your resident state on the next screen.
  8. Continue through the WI return.  You should not be asked about School Districts.

I am a FL resident.  My wife is a Madison, WI resident.  We have income in FL and WI.  EasyStep will not accect the Madison school district code this year, so I can't make progress with Easy Step.    Have not had the problem in the past
