Wife is a school teacher in NYC. Our residence is outside the state of NY. Package of forms included NYC tax forms - not mentioned in TurboTax. What are they??

You shouldn't need those forms. NYC only taxes residents of NYC. Since your wife only works in NYC, but neither of you works in NYC, you are only filing the "basic" NY nonresident form (IT-203).
