Wortk in Cleveland and Live In PA. Do Iget a refund of Cleveland city taxes I paid in last year?

I paid over 900 in Cleveland City income tax in 2023. I live and reside in NE PA. Can I file to get a refund of the income tax paid to cleveland? If SO How?

A. No. 

 

Although OH & PA have a reciprocal agreement on STATE income tax, the reciprocity agreement does not apply to local city taxes. You are not required to file an OH city return, but you are also not entitled to a refund of the city withholding (box19 on your W-2), unless there was an error in the amount.  Municipal taxes withheld in OH can usually be used as a credit on a PA local return.

A.  I cannot give you a concrete answer.  My expertise is on Ohio taxes.  I only have a little hearsay knowledge on PA taxes. What I've heard is most  PA cities give a credit, for OH city tax paid/withheld.  You'll have to verify that with your city.  Keep in mind two common items: 1. If your city has a higher tax rate than Cleveland, then the credit will not be enough to complete wipe out your PA local tax. 2. Sometimes the credit is not 100% of the tax you paid to the OH city. 

You still (usually)have to file a local  PA return even if the credit wipes out the local tax.
