However, the 1095-A Health Form of the Turbo Tax System REQUIRES a dollar amount for each

As a military retiree why would you have health care coverage through one of the state Marketplace Exchanges receiving a Form 1095-A?

Look at the form you received.  Is it a Form 1095-B or a Form 1095-C?  If so, those forms are not entered on a tax return.

I checked MYPAY.gov and the form is 1095-B not A.  The military provides 1095-B as proof of health insurance.

Form 1095-B is typically issued for private insurance and not for insurance provided through the Marketplace.

As such, you would not need to enter anything on your federal return.  You might need to answer questions on your state return if you reside in a state that requires proof of health insurance.  Typically you will see these questions in the state interview section of the program.

The turbotax software state that the federal return cannot be processed without a 1095-A form being filled out.  I cannot fill the fill out the 1095-A form because I don't have the information. The government MYPAY.gov website only provides a 1095-B form.  The software does not allow you any other options.
