I'm an active duty member currently stationed in GA assigned to a unit with PCS orders.  It appears I should be filing a CA Form 540NR with my military wages being tax exempt.  Would I then have to file a GA state return?

No, as an active duty member stationed in GA you do not have to file a GA return unless you earned income from a second civilian job.

Please see Civilian pay earned by active duty military for additional information.

Thank you, I still need to file the CA 540NR even though my military pay is exempt, correct?  I had no secondary civilian income in either state.

It depends if you have CA sourced income. If you do then you will have to file CA 540NR even though your military pay is exempt. If you don't then you are not required to file. Please see 2021 FTB Publication 1032 page 10 for details.
