Please clarify what you mean by Home of record states residency tax credit.
If you are active duty, your Home of Record should be your resident state. If you only have active duty pay earned in the state where you are stationed (no outside job), you only have to file taxes in your resident state. You will have to check the rules for your resident state to see how they treat military pay. See States that Don't Tax Military Retirement - TurboTax - Intuit.
