My Daughter enlisted in the Navy in 2015 and has not lived in California since then. The California Franchise Tax Board sent her a letter at our address in California. It has a Form FTB 5820 (NEW) stating that she owes tax and penalty for the year 2017. She has not worked in California or have bank accounts here. How do we fix this?
