For Louisiana State return, I'm unable to find the option to select that my wife was a military spouse, therefore exempt from income tax. This is how we filed in 2019.

Since you posted you are filing in LA, I assume you are active duty military with a home of record in another state, but are stationed in LA. Your spouse has the same home of record as you do. She earned some income working in LA and LA withheld some taxes.
If so, you would be filing a non-resident return for LA. In the LA state interview you will arrive at page entitled "Louisiana Adjustments". Scroll down to "Military Spouse Income and other exempt" and start that topic. There you can exclude the spouse income from LA taxation.
