Husband is retired military (20 years) as of september 30 with home of record in Illinois, but lives in Virginia. Required to pay Virginia state taxes?

    If his state of legal residence while in the military was IL, his active duty pay would have been exempt from VA income tax.  But if he became a VA resident after retirement (by making VA his permanent home), his income after retirement would be taxable by VA.  Military retirement pay is taxable in Virginia.
