I am AD Military, stationed in Puerto Rico (all of 2019). I have an eligible dependent foster child without a SSN. Do I need to complete a 1040-SS?

I am not a bona fide PR resident but the Turbo Tax mailing steps propt me to complete it.

No, you do not file a Form 1040-SS.  This form is to report  U.S. Self-Employment Tax  for Bona Fide Residents of Puerto Rico.  You will file Form 1040 and to claim your eligible dependent  they will need either a social security number or an Individual Taxpayer Identification Number.
