The online form does not allow me to keep state of residence as Alaska and annotate moving from Georgia to Germany. What am I doing wrong?

You are an Alaskan resident.  Although you are stationed in both Georgia and Germany, neither of these moves changed your residency.  (And since Alaska has no state income tax, you have no state return to fill out there, either).  Even though you were stationed overseas, you are still considered to be inside of the United States for tax purposes.  See this FAQ for more information:  https://ttlc.intuit.com/replies/3300147

Double-check the following entry:  In the Personal Info tab, answer no to the questions if you lived or worked outside of Alaska.  This should remove Georgia from the return.  On your W-2, it will not be necessary to make any mention of Georgia or Germany.  You only need to input your information as written on the W-2.
