Louisiana?!

I'm hoping someone can help me with a situation. I filed my taxes this year and for the past 12 years seemingly without a problem. This year, suddenly, I'm hit with an offset. I was able to call the [phone number removed] number and it stated I owed a debt to Louisiana. I served in the Army and was stationed at Ft. Polk from 2007-2009. My state of residence is Texas. I've been back in Texas since 2009 without hearing from them at all (not to say they didn't send something to the barracks address listed on the returns for those years). I didn't make any money from/in Louisiana except what I made as an E-4.
I called the [phone number removed] number and the rep I spoke to informed me that I owed ~$5k to Louisiana. I couldn't even remember the address of the barracks I stayed it. The rep told me to fax my DD214 to them. Is the bill waived after I send the DD214 proving no income was made in Louisiana or am I just s.o.l.?
Is this something that happens? 12 years later?
Any help would be appreciated.
