I lived in Maryland for 4 months

Joined the military and was sent to South Carolina

Am I considered a full time resident of Maryland?

Do I have to file South Carolina state taxes?

I have Maryland taxes taken out of my check

Yes, if you joined the military when you lived in Maryland, it is your Home of Record.  This means you are a resident of Maryland even if you are stationed elsewhere.  You file in Maryland only (if you only have active duty pay) and do not have to file in your duty station state.
