My husband is in the military so can he claim me as a dependent

No, your husband cannot claim you as a dependent. However, he should file his tax return jointly with you as his spouse which doubles the amount of the standard deduction.  He can file jointly with you even if you have no income.  This, in effect, "claims" you and increases the amount of income that is not subject to tax.
