Trying to file my state taxes being in the military and no resident in Pennsylvania how to avoid paying 900?

As a non-resident of PA, you file a return only on the PA income. If your only income was military, you do not  file a PA return. If you had a side job or spouse with a job in PA, then you would file that income and pay taxes on the PA income.

 

Pa says:

Nonresidents. Nonresidents stationed in Pennsylvania must file if they have earned income from Pennsylvania sources other than active duty military pay or housing allowances. Non-active duty pay, such as weekend drills, is considered Pennsylvania-source income
