Why didn't article address tax increases in the new bill?

What article are you referring to?

What new bill are you referring to? If you mean the Inflation Reduction Act, it was just signed yesterday. It takes time to analyze a new law and update any published summary or advice. But the Inflation Reduction Act does not increase tax rates for individuals, so no article about it is going to say anything about increased tax rates for individuals (as opposed to corporations).
